Position #/Title:

MWOC Support Technician (MST) — Cavalier Space Force Station, North Dakota

 

Relevant Experience:

▪ Minimum of 2 years of experience in operating radar, telemetry, SATCOM, or other ground-based tracking/communications systems

 

Relevant Education:

▪ High school diploma or equivalent. Related technical operations classes desirable

 

Certifications/Licensing:

▪ Maintain certifications as described in DoD 8570.01-M

▪ Successful completion of the following certification program: Information Assurance Technical (IAT) Level II certification

▪ Knowledge/experience of DoD Information Assurance requirements/processes is preferred

▪ Complete Block I (Gen Supply Function), Block IIA (Bench Stock Management), IIB (Repair Cycle) & Block III (Equipment Custodian) and Item Unique Identification (IUID) Training

 

Responsibilities:

▪ MWOC Tech provide technical support to the Space Force Government personnel. Support includes verbal communication for MWOC support; monitor and report for equipment failures, maintenance actions, and communications status; equipment status updates; coordination of system configuration actions that impact operations; respond to requests for operations information; provide technical and statistical data; report Electromagnetic Interference (EMI) interference

▪ Support the Space Situational Awareness and Missile Warning missions

▪ Develop/test approved tactics techniques and procedures (TTPs) or other tasks

▪ Accomplish mission planning in coordination with 10 SWS/DOK as required for high interest events

▪ Perform manual scheduling, special sensor settings, and other special techniques IAW approved TTPs

▪ Maintain an overall Radar Availability Contractor-Controlled (Acc) each calendar month of not less than 99%

▪ Establish verbal communications with the MWOC crew within ten seconds of activation of the Site Report Loop or MWOC to MST point-to-point line and respond within thirty seconds for all Site Report events

▪ Monitor and report to on-duty MWOC personnel any equipment failures, maintenance actions, and communications status that could cause system degradation or adversely impact the mission

▪ Provide all essential radar, computer, power and communications equipment status updates and changes affecting the Missile Warning and Space Domain Awareness missions to the MWOC, when requested by MWOC or immediately upon status change or updates

 

Coordinate with on-duty MWOC personnel on power shutdown, changeover, and system reconfiguration and restoration actions that could impact operations

Immediately upon indications of EMI, advise MWOC personnel of system interference and determine if interference is external or internal. For external interference, provide signal characteristics, if available, to the MWOC and Installation Spectrum Manager (ISM) for EMI reporting

Support mission system capabilities testing and evaluations to include testing, modifying and improving existing hardware, firmware or software; or testing of newly installed hardware, firmware, or software

Schedule and conduct mission system items IAW NI 10-3 attachment 3, and 21 SWI 10-202, Paragraphs 2.1 through 2.6.1.4, 2.7.3, 3.2, and 4.2 through 4.11

Provide general liaison and support to DoD agencies, United States Space Force (USSF) agencies, and associate Contractors for integration, installation, testing, and evaluation of all hardware and software modifications and/or upgrades

Provide space surveillance support (New Foreign Launch (NFL) folders and elements sets as required or directed))

Participate ibn HHQ exercises

Store and maintain all media, including maintain media inventories. Maintain and repair all simulator equipment hardware and load simulator software

Coordinate on-site validation and investigations of data quality and tests and schedules and conduct mission system items IAW NI 10-3 attachment 3 and 21 SWI 10-202. Provide liaison support to Department of Defense (DoD) agencies, United States Space Force (USSF) agencies, and associate Contractors for integration, installation, testing, and evaluation of all hardware and software modifications and/or upgrades. Assist in validating, testing, executing TIP proposals and maintain workload data on TIP validation and testing

Perform Preventive, Corrective Maintenance calibrate and repairs on MWOC simulator, and MILSTAR equipment. Maintain and execute a preventive maintenance schedule, enter all maintenance activity into Integrated Maintenance Data System (IMDS), implement and report all equipment status reports (ESR)changes

Repair items with no Source Maintenance Recoverability (SMR) code assigned, such as Expendable Supplies (XB) items and accomplish Maintenance Turnaround (TRN) for DIFM-coded item repairs

Submit requests for SMR code changes using Air Force Technical Order (AFTO) Form 22, Technical Improvement Report

Maintain all assigned equipment to minimize the effects of corrosion on C-E equipment

Accomplish equipment configuration control for C-E equipment and maintain histories

Process and document Field Change Orders (FCOs) and Engineering Change Orders (ECOs) and Time Change Technical Order (TCTO), time change items

Repair equipment via Line Replaceable Unit (LRU) replacement or mail in maintenance. Equipment covered by mail in maintenance agreements, or items that are not LRU-supportable

 

Draft and submit all requests for Technical Assistance (TA), Engineering Assistance (EA), Emergency Depot-Level Maintenance (EDLM) or Urgent Depot-Level Maintenance (UDLM). Coordinate with Radar Analysts when necessary

Process Field Change Orders, Engineering Change Orders, and Time Change Technical Orders as required. Repair Line Replaceable le Units, submit Technical Order recommended changes using AFTO Forms 22. Submit all Local Word Cards for approval and do not use until approved. Identify and material deficiencies and trends

Maintain the MILSTAR System and maintain an Acc of NLT 99%. Notify MWOC of any MILSTAR interruption lasting more than 5 minutes. Operate and Maintain the Communications Processing System (CPS) and maintain an Acc of NLT 99%

Identify when critical parts are projected to run out prior to resupply

Develop, document, and/or provide input to update the mission systems IAW the Risk Management Framework (RMF) and submit artifacts and proposed changes as required

Submit proposed changes to the appropriate Information System Security Manager (ISSM) for review and approval

Comply with Cavalier SFS plans, policies, and procedures, generate and maintain all Government records in the format provided. Provide electronic reports to the Government

Apply industry standards and commercial best practices, in the absence of directive technical orders and publications. Comply with local, state, and federal statutes

Safeguard all assets and information and follow Industrial, Physical and Operational Security requirements

Provide escort support for personnel without unescorted entry authorization that are performing contracted functions

Complete the following web-based training within the first three months of arrival and on an annual basis thereafter: Force Protection, and Cybersecurity and Awareness Program

Complete all local procedure training at contract start and on an annual basis thereafter

 

Clearance Requirements:

  • Currently hold or be able to obtain and maintain the proper US DoD issued security clearance, which requires US Citizenship. Security clearance eligibility may be discussed during the interview phase.
  • Employment and start date is contingent upon the candidate receiving the required US DoD issued interim security clearance
